• <br />• <br />• <br />LAND ACQUISITION AND RELOCATION ASSISTANCE UNDER THE AIRPORT DEVELOPMENT AID <br />PROGRAM <br />1. PURPOSE. This circular is designed to pro- <br />vide guidance to sponsors of airport development <br />projects under the Airport Development Aid Pro- <br />gram (ADAP) to meet the requirements of the <br />Uniform Relocation Assistance and Real Property <br />Acquisition Policies Act of 1970, by identifying, sum- <br />marizing, and adapting the requirements imposed <br />by referenced authorities gn projects involving land <br />acquisition and/or the relocation of persons, busi- <br />nesses, farm operations, and nonprofit organizations. <br />This circular is intended solely as an interim guide <br />to advise Sponsors regarding the requirements of the <br />statutes and regulations cited in paragraph 2, below. <br />Pt is not intended to be directive or regulatory. To <br />the extent that words of mandatory import appear <br />in the text of the circular, those words are used in <br />paraphrasing of the statutes or regulations and <br />otherwise should be read in an advisory sense only. <br />In the event that differences in interpretation arise, <br />the statutes and regulations cited in paragraph 2 <br />must be consulted for resolution. Regulatory action <br />to provide more definitive guidelines is being under- <br />taken on an expedited basis. <br />2. REFERENCES. <br />a. This circular contains guidance re- <br />lating to requirements on the necessity for, and pro- <br />viding a means of preparation of : (1) the appraisal <br />and acquisition of real property, (2) rendering re- <br />location services, (3) moving, relocation, and re- <br />placement housing payments, and (4) other ex- <br />pense payments under Public Law 91-646 when <br />land acquisition and/or relocation are involved. All <br />other requirements to qualify a project for Federal <br />assistance under the ADAP are dealt with in the <br />Airport and Airway Development Act, as amended, <br />Federal Aviation Regulations part 152 and related <br />advisory publications. <br />WILLIAM V.
