<br />`&E AM PLANNING GRANTS ADVISORY CIRCULAR REVISED,
<br />The FAA visoryircular /5100-14A,,Architectural, Engineering, and
<br />Planning Consultant Services or Airport Grant Projects, caused a problem
<br />for some consultants due to the requirement for competitive negotiation,
<br />that included price as a factor, in the selection of a consultant for
<br />planning purposes. Specifically, financial and environmental studies that
<br />do not require the expertise of an engineer or architect, would have to be
<br />awarded to the consultant submitting the lowest bid. This method of
<br />awarding planning contracts was to be used in place of the more common
<br />competitive negotiation process. After reviewing the comments submitted by
<br />consultants, the FAA has decided to revise the AC to clarify their
<br />intention to',a1.1ow airports to continue using the competitive negotiation
<br />process for e awar'ding of all consulting service contracts.
<br />NEW MAEi`hR PLAN AC STRESSES SYSTEM ANALYSIS
<br />The FAA has issued a new Advisory Circular, Airport Master Plans, No:
<br />150/5070-6A, replacing the old AC on this subject that dated back to 1971.
<br />The major change in this new AC is the FAA's emphasis on the review of an
<br />airport's status in the national airport system before determining what
<br />design and construction should be planned in the future. While the AC
<br />doesn't tell an airport what to do, it does state what variables should be
<br />taken into consideration, including flow charts of the planning process,
<br />plus other samples diagrams and forms. For a copy of the AC contact the
