<br />4. RELOCATION ASSISTANCE —GENERAL
<br />50. GENERAL. Relocation assistance is neces-
<br />sary to insure the prompt and equitable relocation
<br />and reestablishment of persons, businesses, farm op-
<br />erations and nonprofit organizations displaced as a
<br />result of airport development. The Uniform Act and
<br />implementing regulations are intended to establish
<br />a means of providing relocation assistance so that a
<br />few individuals do not suffer disproportionate in-
<br />juries as a result of programs designed for the bene-
<br />fit of the public as a whole.
<br />51. ORGANIZATION REQUIREMENTS
<br />FOR ADMINISTRATION OF RELOCATION
<br />ASSISTANCE PROGRAMS.
<br />a. Relocation Personnel. Each airport project
<br />where relocation will occur should have assigned to
<br />it one or more individuals who will have the primary
<br />responsibility of administrating relocation assistance.
<br />b. Local Relocation Office. A local relocation
<br />office will be designated or established which is rea-
<br />sonably convenient to public transportation or
<br />within walking distance of the project when the
<br />Sponsor determines that the volume of work or the
<br />needs of the displaced persons justify the designa-
<br />tion or establishment of such an office. The deter-
<br />mination of whether or not to establish a local
<br />relocation office will be submitted to the appro-
<br />priate FAA official for his approval. These offices
<br />will be open during hours convenient to the persons
<br />to be relocated, including evening hours when nec-
<br />essary. Individuals manning the local relocation
<br />office should be familiar with the problems of the
<br />area. In areas where a language other than English
<br />is predominant, public information should be made
<br />available in the predominant language.
<br />c. Information To Be Maintained. The follow-
<br />ing should be maintained to assist the displaced per-
<br />son in his relocation:
<br />(1) Lists of replacement dwellings available,
<br />without regard to race, color, religion or na-
<br />tional origin, drawn from various sources,
<br />suitable in price, size and condition for in-
<br />dividuals and families,
<br />(2) Current and continuing lists of comparable
<br />commercial properties and locations for dis-
<br />placed businesses,
<br />(3) Current information as to security deposits,
<br />closing costs, typical downpayments, interest
<br />rates, and terms for residential real property
<br />in the area,
<br />(4) Maps showing the location of schools, parks,
<br />playgrounds, shopping, and public transpor-
<br />tation routes in the area where applicable,
<br />(5) Schedules and costs of public transportation
<br />where applicable,
<br />(6) Copies of a brochure explaining the reloca-
<br />tion program, local ordinances pertaining to
<br />housing, building codes, open housing, con-
<br />sumer education literature on housing, shelter
<br />costs, and family budgeting,
<br />Subscriptions for apartment directory serv-
<br />ices, neighborhood and metropolitan news-
<br />papers, etc. In addition, multiple listing serv-
<br />ices shall be maintained where available.
<br />d. Coordination With Other Agencies. Reloca-
<br />tion officials will maintain personal contact and will
<br />exchange information with other agencies providing
<br />services useful to persons being relocated. Such
<br />agencies may include social welfare agencies, urban
<br />renewal agencies, redevelopment authorities, public
<br />housing authorities, the Department of Housing and
<br />Urban Development, Veterans Administration, and
<br />Small Business Administration. Personal contacts
<br />should also be maintained with local sources of
<br />information on private replacement properties, in-
<br />cluding real estate brokers, real estate boards, prop-
<br />erty managers, apartment owners and operators,
<br />home building contractors, and State highway
<br />departments.
<br />52. PUBLIC INFORMATION. To insure that
<br />the public has adequate knowledge of the reloca-
<br />tion program, the Sponsor will present information
<br />and provide opportunity for discussion of relocation
<br />services and payments at public hearings, distribute
<br />a relocation brochure and give full and adequate
<br />public notice of the relocation assistance program.
<br />a. Public Hearings. When the Sponsor has af-
<br />forded an opportunity for a public hearing as re-
<br />quired in section 16(d) of the Airport and Airway
<br />Development Act of 1970 (Public Law 91-258) and
<br />displacement of persons are involved, the following
