Relocation assistance is neces-
sary to insure the prompt and equitable relocation
and reestablishment of persons, businesses, farm op-
erations and nonprofit organizations displaced as a
result of airport development. The Uniform Act and
implementing regulations are intended to establish
a means of providing relocation assistance so that a
few individuals do not suffer disproportionate in-
juries as a result of programs designed for the bene-
fit of the public as a whole.
51. ORGANIZATION REQUIREMENTS
FOR ADMINISTRATION OF RELOCATION
ASSISTANCE PROGRAMS.
a. Relocation Personnel. Each airport project
where relocation will occur should have assigned to
it one or more individuals who will have the primary
responsibility of administrating relocation assistance.
b. Local Relocation Office. A local relocation
office will be designated or established which is rea-
sonably convenient to public transportation or
within walking distance of the project when the
Sponsor determines that the volume of work or the
needs of the displaced persons justify the designa-
tion or establishment of such an office. The deter-
mination of whether or not to establish a local
relocation office will be submitted to the appro-
priate FAA official for his approval. These offices
will be open during hours convenient to the persons
to be relocated, including evening hours when nec-
essary. Individuals manning the local relocation
office should be familiar with the problems of the
area. In areas where a language other than English
is predominant, public information should be made
available in the predominant language.
c. Information To Be Maintained. The follow-
ing should be maintained to assist the displaced per-
son in his relocation:
(1) Lists of replacement dwellings available,
without regard to race, color, religion or na-
tional origin, drawn from various sources,
suitable in price, size and condition for in-
dividuals and families,
(2) Current and continuing lists of comparable
commercial properties and locations for dis-
placed businesses,
(3) Current information as to security deposits,
closing costs, typical downpayments, interest
rates, and terms for residential real property
in the area,
(4) Maps showing the location of schools, parks,
playgrounds, shopping, and public transpor-
tation routes in the area where applicable,
(5) Schedules and costs of public transportation
where applicable,
(6) Copies of a brochure explaining the reloca-
tion program, local ordinances pertaining to
housing, building codes, open housing, con-
sumer education literature on housing, shelter
costs, and family budgeting,
Subscriptions for apartment directory serv-
ices, neighborhood and metropolitan news-
papers, etc. In addition, multiple listing serv-
ices shall be maintained where available.
d. Coordination With Other Agencies. Reloca-
tion officials will maintain personal contact and will
exchange information with other agencies providing
services useful to persons being relocated. Such
agencies may include social welfare agencies, urban
renewal agencies, redevelopment authorities, public
housing authorities, the Department of Housing and
Urban Development, Veterans Administration, and
Small Business Administration. Personal contacts
should also be maintained with local sources of
information on private replacement properties, in-
cluding real estate brokers, real estate boards, prop-
erty managers, apartment owners and operators,
home building contractors, and State highway
departments.
52. PUBLIC INFORMATION. To insure that
the public has adequate knowledge of the reloca-
tion program, the Sponsor will present information
and provide opportunity for discussion of relocation
services and payments at public hearings, distribute
a relocation brochure and give full and adequate
public notice of the relocation assistance program.
a. Public Hearings. When the Sponsor has af-
forded an opportunity for a public hearing as re-
quired in section 16(d) of the Airport and Airway
Development Act of 1970 (Public Law 91-258) and
displacement of persons are involved, the following
(7)
29
