AC 150/5100-11 APPENDIX 2 Page 5 INSTRUCTIONS ON THE RELOCATION ASSISTANCE AND REAL PROPERTY ACQUISITION ANNUAL REPORT Exhibit I, Part I Lines 1 through 16.—Claims listed on lines 1 through 16 are those that have been consummated during the past fiscal year after receiving Federal financial assistance. It is immaterial whether the Federal assistance is only a partial payment. The amount paid (col. 2) should be the total amount of the claim regardless of whether the claim has re- ceived a partial or total FAA payment. Because of the advance acquisition policy encouraged by ADAP, acquisition and relocation claims may have been paid to the displaced person by the Sponsor some time prior to the fiscal year reporting period, but had not as yet received any Federal participa- tion. Those claims paid by the Sponsor prior to grant agreement should not be reported at this time. Line 17, Cost of Services, are oftentimes the most difficult to accurately report. Eligible costs would include those that are directly chargeable to a project such as salaries, transportation and related expenses of relocation personnel while working on a project; cost of advertising and/or listing services; cost of contracted assistance services; salaries and other costs of computation of the moving costs and replacement housing payments; costs related to serv- ices provided to persons occupying property im- mediately adjacent to property acquired; costs related to the establishment and maintenance of project offices; the expenses of persons utilized in the inspection of decent, safe and sanitary replace- ment housing; costs related to the exchange of in- formation and coordination with other agencies, and other such related costs. Exhibit I, Part II Actual Payments For Comparable Replacement Housing. —The number of claims shown may or may not be the same number as shown on Line 12 of part I. The number of claims will vary when a replacement housing payment does not have to be paid, but an interest differential payment and/or payment for closing costs has been made. Total Rental Claims Approved. —The claims shown in this category will reflect the total rent supplement determined for the displaced persons and would be the same as that shown on line 15. Actual Downpayments.—The claim shown in this category would be the same as that shown on line 16. As stated in part I above, only those claims as listed in the above three categories that have re- ceived Federal financial assistance should be reported. Exhibit I, Part III The claimants section is to reflect only the num- ber of claimants and not the total number of people displaced. The total number of people displaced is to be shown on the last table of this section. The displaced persons shown on these two tables should reflect the actual displacements during the reporting period, disregarding the fact of whether the project is or is not under grant agreement. If the Sponsor intends to ask for Federal financial assistance at some future date, the displaced pexson's move should be reflected. An explanatory note for the claimants table states that the total shown should equal the total num- ber of claims paid as reported on lines 1 and 5, ex- hibit I, part I. Totals on these lines may be the same; however, if the actual totals differ, do not change them to make them agree. The difference may come about with people relocating in one fiscal year and not putting in a claim until the follow ing fiscal year. Also, because of the advance acquisi- tion policy encouraged by ADAP, people may be moving from the proposed airport project a con- siderable Length of time prior to the grant agreement. Exhibit 2, Part II As stated, the title for this part is `Tracts For Which Final Settlements Were Completed," there- fore, acquisition transactions not completed should not be listed. Likewise, only those cases that have re- ceived a final court award should be listed and not those cases with only a court deposit with litigation pending. 85
