AC 150/5100-11 <br />APPENDIX 2 <br />Page 5 <br />INSTRUCTIONS ON THE RELOCATION ASSISTANCE AND REAL PROPERTY ACQUISITION <br />ANNUAL REPORT <br />Exhibit I, Part I <br />Lines 1 through 16.—Claims listed on lines 1 <br />through 16 are those that have been consummated <br />during the past fiscal year after receiving Federal <br />financial assistance. It is immaterial whether the <br />Federal assistance is only a partial payment. The <br />amount paid (col. 2) should be the total amount of <br />the claim regardless of whether the claim has re- <br />ceived a partial or total FAA payment. Because of <br />the advance acquisition policy encouraged by <br />ADAP, acquisition and relocation claims may have <br />been paid to the displaced person by the Sponsor <br />some time prior to the fiscal year reporting period, <br />but had not as yet received any Federal participa- <br />tion. Those claims paid by the Sponsor prior to <br />grant agreement should not be reported at this <br />time. <br />Line 17, Cost of Services, are oftentimes the <br />most difficult to accurately report. Eligible costs <br />would include those that are directly chargeable to <br />a project such as salaries, transportation and related <br />expenses of relocation personnel while working on <br />a project; cost of advertising and/or listing services; <br />cost of contracted assistance services; salaries and <br />other costs of computation of the moving costs and <br />replacement housing payments; costs related to serv- <br />ices provided to persons occupying property im- <br />mediately adjacent to property acquired; costs <br />related to the establishment and maintenance of <br />project offices; the expenses of persons utilized in <br />the inspection of decent, safe and sanitary replace- <br />ment housing; costs related to the exchange of in- <br />formation and coordination with other agencies, <br />and other such related costs. <br />Exhibit I, Part II <br />Actual Payments For Comparable Replacement <br />Housing. —The number of claims shown may or <br />may not be the same number as shown on Line 12 <br />of part I. The number of claims will vary when a <br />replacement housing payment does not have to be <br />paid, but an interest differential payment and/or <br />payment for closing costs has been made. <br />Total Rental Claims Approved. —The claims <br />shown in this category will reflect the total rent <br />supplement determined for the displaced persons <br />and would be the same as that shown on line 15. <br />Actual Downpayments.—The claim shown in <br />this category would be the same as that shown on <br />line 16. <br />As stated in part I above, only those claims as <br />listed in the above three categories that have re- <br />ceived Federal financial assistance should be <br />reported. <br />Exhibit I, Part III <br />The claimants section is to reflect only the num- <br />ber of claimants and not the total number of people <br />displaced. The total number of people displaced is <br />to be shown on the last table of this section. The <br />displaced persons shown on these two tables should <br />reflect the actual displacements during the reporting <br />period, disregarding the fact of whether the project <br />is or is not under grant agreement. If the Sponsor <br />intends to ask for Federal financial assistance at <br />some future date, the displaced pexson's move <br />should be reflected. <br />An explanatory note for the claimants table states <br />that the total shown should equal the total num- <br />ber of claims paid as reported on lines 1 and 5, ex- <br />hibit I, part I. Totals on these lines may be the <br />same; however, if the actual totals differ, do not <br />change them to make them agree. The difference <br />may come about with people relocating in one fiscal <br />year and not putting in a claim until the follow <br />ing fiscal year. Also, because of the advance acquisi- <br />tion policy encouraged by ADAP, people may be <br />moving from the proposed airport project a con- <br />siderable Length of time prior to the grant <br />agreement. <br />Exhibit 2, Part II <br />As stated, the title for this part is `Tracts For <br />Which Final Settlements Were Completed," there- <br />fore, acquisition transactions not completed should <br />not be listed. Likewise, only those cases that have re- <br />ceived a final court award should be listed and not <br />those cases with only a court deposit with litigation <br />pending. <br />85 <br />
