types using the airport. Flying Cloud covers 560 acres and is owned by <br />the MAC. Access to the airport is provided by Minnesota State Routes <br />169 and 212. (The airport vicinity is heavily developed with commercial <br />and residential uses that may inhibit further airport expansion.\ <br />Coinciding with this surge in development, it is expected that airport' <br />access from the north could become congested unless traffic management <br />is applied. <br />5. Lake Elmo Airport <br />Lake Elmo Airport, located on the northern edge of St. Paul, is a <br />public -use airport owned by MAC (see Exhibit I-9). The airport is <br />located in a rural area with some,residential development to the east and <br />southeast. It is identified as a `Basic Utility - Stage II facility.) The <br />airport role has been designated as reliever. Airport access is via -Route <br />5, which runs parallel to the west side of the airport. <br />6. St. Paul Downtown Airport <br />St. Paul Downtown Airport is located in the southeastern corner of <br />the St. Paul metropolitan area (see Exhibit I-10). The airport is <br />currently constrained by both natural obstacles such as the Mississippi <br />River and by urban growth. Airport access is provided by Route 3 and <br />by Airport Boulevard. The airport is classified as a(Basic Transport <br />faciliand is owned by the MAC. The airport has also been chosen as a <br />primary reliever facility for Minneapolis -St. Paul International Airport. <br />(Environmental factors such as wetlands and native wildlife considerations <br />are current airport issues that may impact future development.) <br />7. South St. Paul Airport <br />South St. Paul Airport is located on the southern border of South <br />St. Paul where it meets Inver Grove Heights (see Exhibit I-11). Access <br />to the airport is via Interstate 494 at the Fifth Street exit. The airport <br />is primarily surrounded by residential development with some commercial <br />development on the western side of the airfield. South St. Paul, also <br />known as Fleming Field, is classified as a public -us; airport and its role <br />is a reliever airport. The airport type is listed as(Basic Utility - Stage <br />II.) Currently, the airport is owned by the City of South St. Paul. The <br />South St. Paul Board of Aeronautics is responsible for policy related to <br />the operation, maintenance, and development of the airport, according to <br />the Fleming Field Operations Manual. The airport occupies 204 acres, <br />some of which are leased for agricultural purposes. <br />(3) Other General Aviation Airports <br />Because airport service boundaries are not necessarily constrained by <br />political or planning boundaries, it is necessary to identify additional airports <br />that could serve demand generated in the study area.
