Luhrsen: <br />We have conducted a review of the proposed contract between Bakanson, Anderson <br />Associates Incorporated (HAA) and the City of Ramsey, MN and FIAA subcontracts <br />with Consultant C. R. Felton and Associates and Consultant Federal -State <br />Relocation Consulting Services. <br />Our comments are as follows: <br />1. .In your letter, you state that the City has gone through a competitive <br />consultant selection process for needed engineering services. Our files do <br />not contain evidence that the City has complied with the procedures for the <br />selection of the consultants as contained in Chapter 2 of the Advisory <br />Circular 150/5100-14A. As a minimum, we would accept a certification of <br />compliance from the City. <br />2. The Consultant Services Agreement indicates that the prime agreement <br />covers seven phases but only gives the costs not to be exceeded for the phase <br />one portion. Therefore, we are unable to verify the reasonableness of the <br />total coats. The City should provide our office with an estimate and cost <br />analysis for the total consultants' fee for all phases of the prime agreement <br />and the basis for the determination that the total is reasonable. <br />3. Federal participation in the costs related to the development of the <br />present Gateway Industrial Airport site will not he possible until the FAA is <br />assured that all landfill operations within 5,000' of the airport have ceased. <br />We will complete our review and approval of the contract format when the items <br />in comments 1. and 2. have been received. <br />Sincerely, <br />Original Signed by <br />OREN R.
