<br />RE: Update of the Minnesota State Aviation System Plan
<br />Dear Mr. Ippe1:
<br />The firms of Howard Needles Tammen & Bergendoff (HNTB) and Enviroscience,
<br />Inc. have been selected by the Minnesota Department of Transportation's
<br />Office of Aeronautics to perform an update of the Minnesota State Aviation
<br />System Plan. As an initial task of the project, representatives of HNTB
<br />and Enviroscience will be visiting airports throughout Minnesota to gather
<br />inventory data for use in subsequent tasks. This data inventory process is
<br />essential to providing an accurate description of the existing aviation
<br />environment in Minnesota, changes since the last update and a basis for
<br />projecting future activity and facility needs.
<br />In addition to gathering data on your airport's facilities and aviation
<br />activity, your airport has been selected as one of nineteen airports in
<br />the State to be included in an economic impact study task. This economic
<br />impact study task is intended to provide an estimate of the aggregate
<br />economic value of aviation activity at State System Airports in Minnesota.
<br />An analysis will be made of your airport and other selected airports on a
<br />case study basis and extrapolated to other airports in the region and
<br />State. This effort will provide you with information on the economic value
<br />of your airport to the local community and will serve as a valuable input
<br />in determining the value of aviation to Minnesota.
<br />In gathering the necessary data, we will be asking for your help. Prelimi-
<br />nary data gathering questionnaires are attached to give you an idea of the
<br />types of information will we gather on our visit. You do not have to
<br />fill out the questionnaires at this time. The questionnaires are being
<br />sent to you at this time only to indicate the nature of data to be gathered
<br />at the time of our visit.
<br />Much of the information on the "Data Inventory" questionnaire is contained
<br />in other sources (e.g., the 5010s) and our visit to your airport will only
<br />be to verify data items. Some data items, such as the most recent calendar
<br />year data on based aircraft and operations, may require you or your staff
<br />to assemble some data from airport records.
