I. AVIATION <br />A. Introduction <br />A number of changes in the Metropolitan Council's newly revised Aviation Development <br />Guide/Policy Plan affect the City of Ramsey. To be consistent with the revised policy <br />plan, the city's comprehensive plan must include certain appropriate elements. <br />This aviation section of the systems statement includes several policy additions and <br />associated impacts on the City of Ramsey, information on existing and planned aviation <br />services and facilities affecting and/or serving Ramsey, and information on land use and <br />aviation forecasts. <br />The potential issues identified here will need to be planned for and managed in a <br />coordinated effort among the City of Ramsey, the Council, the Minnesota Department of <br />Transportation, the Metropolitan Airports Commission, the county and adjoining <br />communities. Since many factors affecting the aviation system are beyond the control of <br />an individual community, the Council recognizes that transportation and land use issues <br />may be more effectively resolved at an area -wide level. However, the Council believes <br />there are many things individual communities can do to protect the regional aviation <br />system from adverse impacts. <br />The City of Ramsey is encouraged to adopt a comprehensive plan amendment to address <br />the issues identified in this systems statement. In preparing any such amendment, Ramsey <br />should consult the full text of the Aviation Development Guide/Policy Plan. <br />B. Sienificant Policy Chances <br />This recision incorporates several changes, including: <br />* Planning information and data updated to a 1988 reference year where feasible <br />and appropriate. <br />* Planning horizon expanded to the year 2020. <br />* Changes in the Airlake Airport Long -Term Comprehensive Plan approved by the <br />Council in June 1989. <br />* A substantial amendment reflecting the results of the Council's 1988-89 Public <br />Heliport Feasibility Study. <br />* A significant amendment reflecting the Council's 1987-88 International Airport <br />Long -Term Adequacy Study findings. <br />* A major amendment incorporating requirements of the 1989 Metropolitan Airport <br />Planning Act. <br />The City of Ramsey is encouraged to adopt and implement a comprehensive planning <br />amendment, if needed, that addresses 1) airports, 2) heliports, and 3) land use. A <br />checklist for determining the completeness of major comprehensive plan amendments is <br />located in Appendix A. <br />Sections of this systems statement that spell out actions needed to be taken by Ramsey are <br />indented and off -set with a "o". <br />
