ORDER <br />N11flLfl1IGLVL p <br />DEPARTMENT OF TRANSPORTATION <br />FEDERAL AVIATION ADMINISTRATION <br />5200. 5 <br />10/16/74 <br />SUBJ: FAA GUIDANCE CONCERNING SANITARY LANDFILLS ON OR NEAR AIRPORTS <br />1. <br />PURPOSE. This order provides guidance concerning the elimination or <br />monitoring of open dumps, waste disposal sites, and sanitary landfills <br />on or in the vicinity of airports. <br />2. DISTRIBUTION. This order is distributed to Washington headquarters and <br />Regional Airports, Flight Standards and Air Traffic offices to division <br />Level; all Airports District Offices; and Flight Standards and Air <br />Traffic field facilities. <br />• <br />3. BACKGROUND. Garbage dumps, sanitary lard`iLlg or whatever title is <br />used for this type of operation attract rodents and birds, erodes <br />the airport environment, and where the dui is ignited, creates smoke - <br />all which are undesirable and are potential hazards to aviation. <br />While the chance of an unforeseeable, random bird strike in flight will <br />always exist, it is nevertheless possible to define the high -risk <br />conditions within fairly narrow limits. Those high -risk conditions <br />exist in the take -off, climb -out, approach and landing areas on and in <br />the vicinity of airports. ' he increasing number of bird strikes reported <br />on aircraft has become a matter of concern to the FAA and to airport <br />management: Various studies and observations have resulted in the <br />conclusion that sanitary landfills are artificial attractants to birds. <br />Accordingly, landfills located in the vicinity of an airport ray be <br />incompatible with safe flight operations. Those conditions that are not <br />compatible must be eliminated, to the extent practicable: Airport <br />owners need guidance in making this decision, and the FAA must be in <br />a position to assist. Some airports are not under the jurisdiction <br />of the community or local governing body having control of land usage <br />in the vicinity of the airport. In these cases, the airport owner should <br />use its influence and best efforts to close or control Landfill opera- <br />tions within the general vicinity of the airport. <br />4. ACTION. <br />a. Sanitary landfills located within the areas established for an <br />airport by these guidelines as set forth in paragraph 5 of this <br />order should be closed.
