RECEIVED <br />FEB 0 8 199Q <br />Arid... <br />METROPOLITAN COUNCIL Mears Park Centre, 230 East Fifth Street, St. Paul, MN. 55101 612 291-6359 <br />December 29, 1989 <br />TO: Metropolitan Area Airport Communities: <br />A number of communities in the Metropolitan Area are affected by airport operations, primarily <br />aircraft noise. As part of its airport system planning responsibility, the Metropolitan Council has <br />developed Land Use Compatibility Guidelines for aircraft noise. <br />To assist communities in implementing the Land Use Guidelines as part of their comprehensive plan <br />activities, the Council has prepared a Model Noise Attenuation Ordinance and A Builder's Guide. <br />The model ordinance allows communities to.overlay zone for aircraft noise areas, as defined in the <br />Council's Aviation Development Guide, and also to adopt building codes stricter than the state <br />uniform building codes. A copy of the legislation and model ordinance has been mailed previously <br />for your consideration; however, it is also included in the enclosed copy of the Builder's Guide. <br />The Guide is an outgrowth of community and builders need for assistance in practical application of <br />the model ordinance. The Guide provides a basis for developers, builders, contractors, architects <br />and building inspectors to conduct acoustical evaluation of new structures, primarily residential, <br />being constructed in aircraft noise zones. <br />A workshop for building inspectors from affected communities was held in February 1989 to <br />familiarize them with the Guide and associated planning process. They wilt be the key contact <br />persons for individuals and firms proposing new development or major development in aircraft noise <br />areas. Those firms located in the Metropolitan Area are being notified on the availability of the <br />Guide and if requests for the document come to your city, please contact our Data Center at 291- <br />8140 and we will provide you with additional copies. <br />The Council anticipates a periodic update of aircraft noise zones at individual airports through <br />amendment of the Aviation Guide Chanter. The basis for those changes will be developed as part <br />of each airport's master plan. We encourage your community to participate with your neighbors and <br />airport owners in the preparation of those plans. Updates of the Guide to incorporate new <br />information or changes suggested by users are also expected.
