OVERVIEW <br />The Model Aircraft Noise Attenuation Ordinance was prepared by the Metropolitan <br />Council to assist communities in implementing the Land Use Compatibility <br />Guidelines For Aircraft Noise. These guidelines are contained in the Aviation <br />Chapter of the Metropolitan Development Guide, and are used by the Council to <br />review local comprehensive plans and development proposals. <br />The model ordinance has been revised to reflect the Metropolitan Area Aircraft <br />Noise Attenuation Act as enacted by the Minnesota Legislature in 1987. This <br />enabling legislation allows communities to establish aircraft noise overlay <br />zoning, and local building codes stricter than the state uniform building code <br />(see statute attached). <br />The model ordinance provides for: <br />o Finding that aircraft noise is a problem for the city and its <br />citizens. <br />o Establishes aircraft noise overlay zoning districts. <br />o Identifies exterior noise levels and interior noise performance <br />standards. <br />o Identifies compatible/incompatible land uses. <br />o Establishes structure acoustical requirements. <br />o Defines process for inspection and enforcement. <br />In addition to the model ordinance, the Council has prepared a BUILDER'S GUIDE <br />to assist contractors, developers, building inspectors and others for use in <br />conducting acoustical review of primarily new residential development in <br />aircraft noise areas. <br />Copies of the documents mentioned above can be obtained from the Council's Data <br />Center by calling (612) 291-8140.
