MINNESOTA 55303 421-4760 <br />March 6, 1987 <br />DAN ERHART - CHAIRMAN <br />County Board of Commissioners <br />The Honorable Gary Reimann <br />Mayor, City of Ramsey <br />18008 Waco Street N.W. <br />Anoka, MN 55303 <br />Dear Mayor Reimann: <br />Thank you for informing me about the public hearing to be held by the Gateway North <br />Industrial Airport Zoning Board of the City of Ramsey on March 11th. As Chairman <br />of the Anoka County Board of Commissioners, I am requesting that the following <br />comments be included in the public record for the hearing. <br />The proposed Airport Zoning Ordinance includes a provision that prohibits the location <br />of "waste disposal sites" and "sanitary landfills." withig an area that includes Site <br />"P" in the Anoka County Landfill Inventory. It appears that this provision in the <br />proposed ordinance may be in conflict with the Waste Management Act of 1980, as <br />amended. The County is required to prepare an environmental impact statement, <br />which. is currently in progress, on the three sites in its landfill inventory. One site <br />may be selected for development of a new landfill. <br />It should be pointed out that there are provisions in Minnesota State Statutes designed <br />to permit the comparative evaluation of .sites in county landfill inventories. These <br />statutory provisions dictate that :'No county, city, or town land -use control shall <br />permit development which has not been approved by the (Metropolitan) Council, nor <br />shall any county, city, or town sanction or approve any subdivision, permit, license, <br />or other authorization which would allow development to occur which has not been <br />approved by the (Metropolitan) Council. The Council shall not approve actions which <br />would jeopardize the availability of a'site for use as a solid waste facility."
