The first hearing was held on March 11, 1987 and the <br />second hearing was held on July 29. <br />We prepared a memo <br />comments raised at <br />period. A copy of <br />for the Council dated April 8 responding to <br />the first public hearing or during the comment <br />those comments and our response is attached. <br />We have reviewed the hearing transcripts and the videotape of the <br />July 29 hearing. Many of the comments raised during this second <br />hearing were quite similar to those of the first. <br />In the interest of brevity, we have thus extracted only those issues <br />or comments which are new or different than those earlier <br />addressed. Those questions and our responses to those questions <br />and comments follow. <br />As you are also aware, several legal points regarding the landfill <br />and the airport zoning ordinance have been raised by the <br />Metropolitan Council, Anoka County and Waste Management of <br />Minnesota.
