George May - Inquired as to how the city is going to finance the <br />acquisition of properties in Zone A. <br />Mr. Otto- Replied that the city would make application for federal funds <br />to purchase the 230 acres for the airport, including property in Zone A. <br />The city can begin acquisition anytime after the environmental assessment <br />and prior to receiving federal funds. There will be no contact with <br />property owners regarding acquisition without following rigid <br />guidelines. <br />George May - Stated that before the city begins property acquisition, <br />assuming the environmental assessment is favorable, the city will have to <br />negotiate a purchase price with the airport owners or else the city will <br />have to acquire the airport by condemnation. Will that be done with <br />federal funds. <br />Mr. Otto- Replied that the intent is that the project would be eligible <br />for federal funds and to the city's advantage to obtain those funds. The <br />city does not have to wait to begin acquisition until those funds are <br />received and the city would not have to negotiate with airport property <br />owners now. The city does have the power of condemnation, but they will <br />pay the fair market value for property acquired. <br />George May - Inquired if there will be any general obligation bond <br />financing involved. <br />Mr. Otto- Replied that general obligation funding would be a possibility; <br />it has not been discussed. <br />George May - Stated that if G.O. bonding is used for financing, property <br />owners could be looking at an increase in property taxes. If the city <br />decides to go ahead with the airport project, the Ttm Thumb store will be <br />no more. Inquired if any reconsideration has been given to developing the <br />alternative site discussed in the early 1980's. <br />Mt. Otto - Replied that the site to which Mr. May refers was not <br />reconsidered as it is currently a housing development. <br />George May - Stated that Tam Thumb Markets is opposed to the ordinance and <br />the entire project. <br />Wayne Schuft - 110 East 17th Street, Hastings, MN - Stated he is present <br />representing Tan Thumb Markets and that the Ramsey store has been around <br />since Ramsey's township days. The property was purchased in 1972 and the <br />store began operations in 1974. The market has served the community well <br />and is opposed to the project because of the cost of acquisition. <br />Roger Warhol - 7010 150th Avenue N.W. - Stated his property is in Zone C <br />and people in this general area have probably suffered enough with the <br />present problems — high water table and landfill. With airport property <br />acquisition, many of the people would stand a chance of losing their homes <br />or having restrictions put on their property with respect to personal use <br />Airport Zoning Board/March 11, 1987 <br />Page 8 of 12 <br />
