COMMITTEE BUSINESS
Case #1: Maintenance Expectations for RTC Properties
Public Works Street Supervisor Reimer reviewed the staff report.
Public Works Director Olson, stated that the City is trying to tighten its belt and do more with
less, and this maintenance will involve a lot of work and time. He stated that really what the
City is doing with maintenance of the RTC property is trying to make it look more presentable
and thus, more marketable.
City Administrator Ulrich noted that he does not feel this needs to be a general fund expenditure
since it is HRA owned, so HRA funds should be able to be used for this purpose.
Mayor Ramsey stated that he agrees and feels the City should differentiate somehow between the
land that is pad ready and those sites that are not. He stated that he feels the pad ready sites
should be maintained better.
Public Works Director Olson noted that the City has received complaints about the sweet clover
on the north side of 116 and they plan to take some of that out tomorrow. He stated that this
brings up the issue of what expectations there are for the property.
Councilmember McGlone stated that he feels Sunwood Drive and the area surrounding the
municipal complex should be a high priority and noted that this area is basically our "sales
office" and should be presented the best it can be. He stated that he would change the
recommendation that Friday's be dedicated to working on the area, but rather that it be done on
an as needed basis.
Parks Supervisor Riverblood noted that there is merit in having it on a set schedule, but noted
that it can be pretty easily monitored in the municipal center area.
Chair Elvig stated that he would like to see litter removal completed on an as needed basis after
there is a sweep done of the entire area. He asked if there was a volunteer crew that could be
utilized to help with some of this work, rather than using staff time.
Public Works Supervisor Olson stated that there are organizations out there that have done this
type of work, such as the Boy Scouts and possibly the Athletic Associations and noted that he
could explore this again.
Mayor Ramsey stated that he feels the City needs to categorize the different areas in the RTC
because he doesn't think the areas that aren't visible need a lot of work, but feels that things
around the town homes and City Hall need to be maintained. He stated that, to him, this is a
common sense issue, if it is close to someone's home or a development, it should be maintained.
Public Works Committee / July 21, 2009
