FAA asserts that general aviation will begin to grow more steadily in the next 10 to
15 years. Astable environment such as this could enable the system airports to
capture a larger share of metropolitan area registrants during the planning period.
In addition, future yeazs should show a continued move away from single- and
multiengine aircraft, and towards turboprop and business jet aircraft. These larger
aircraft tend to locate at airports with more advanced facilities, such as an ILS or
MLS. This will also be a factor in the increasing share of metropolitan area
registrants at system airports. For projection purposes, the share of metropolitan
area registrants based at reliever system airports was increased as shown in Table
II-4, resulting in a 2008 based aircraft total of 2,438.
In Table I-6, a historical string of based aircraft by reliever airport was given.
This string is repeated in Table II-5. With the exception of Flying Cloud and Lake
Elmo, each of the airports has experienced a net increase in based aircraft since
1984. This set of data was used to allocate the projected based aircraft to each of
the eight system airports. These data were used to develop the allocations of based
aircraft to the reliever airports in each of the projection years. Table II~ details the
projected based aircraft allocations. The respective shares of the total based aircraft
held by each airport were not increased or decreased by substantial amounts. Some
minor adjustments were .applied, though, to accouht for .recent growth and
Metropolitan Council expectations.
(2) Based Aircraft Fleet Mix
The airports' existing fleet mixes were developed using data from the Volume
1 of the current Minnesota State Aviation System Plan (Howard, Needles, Tammen,
and Bergendoff, January, 1989) and FAA Form 5010. These data were further
supported by data from the National Plan of Integrated Airport Systems (NPIAS).
The current based aircraft fleet mix is shown in Table II-7 (page 1 of 5).
II-6
