Minnesota 55101 <br />leiephone 16121 20, 63SQ <br />I understand that the City of Ramse• will be considering final action on its <br />proposed Airport Zoning Ordinance for Gateway North Industrial Airport at its <br />Council meeting tonight. As I understand it, the proposed ordinance may try to <br />prohibit the siting of a landfill at Candidate Landfill Site P due to possible <br />airport safety concerns. <br />Environmental impact statements ("EIS's") are currently being prepared on <br />Gateway North Airport and on Site P. Both of these EIS's will include a <br />discussion of the compatibility of a landfill at Site P and operations at <br />Gateway North. Adoption of an airport zoning ordinance prior to completion of <br />the environmental review process is premature. I urge you to delay adoption of <br />a zoning ordinance until the ongoing environmental review process is complete. <br />Adoption by the City of Ramsey of an airport zoning ordinance cannot remove <br />Site P from consideration as a candidate landfill. Minnesota Statutes Section <br />473.811, Subd. 4a, provides that with the approval of the Metropolitan Council, <br />"a metropolitan county•may acquire a [candidate landfill] site and buffer area <br />for a solid waste disposal facility anywhere within the county without <br />complying with local ordinances." 0f course, we hope that progress in <br />recycling and resource recovery will reduce or eliminate the need for new <br />landfills. In the meantime, however, in order to be fair to everyone involved, <br />the legislature has mandated a process to assure equitable consideration of all <br />candidate sites based on objective environmental criteria.
