Additionally, an avigation easement is required to protect a <br />portion of the clear zone (0.8 acres) in the south approach. The <br />easement would allow continued use of the land as a parking lot <br />but would allow for the right of passage of aircraft and the <br />right to remove any trees or structures which might penetrate the <br />approach path. <br />A complete survey of the project area was undertaken by the <br />relocation consultant to identify the characteristics and <br />needs of the potential displacees. The area is classified <br />as a medium income area inhabited by young, growing fami- <br />lies, working adults and a few retirees. No minority <br />families or individuals reside in the affected area. One <br />adult resident and two children are physically handicapped <br />and the residence has been modified to fit those special <br />needs. A review of schools, religious, community facilities <br />and commercial areas was also undertaken to determine the <br />relationship and proximity to such facilities. These will <br />be considered in the inventory of replacement housing which <br />will be available to potential displacees. The relocation <br />plan indicates that all services are available and will meet <br />the needs of the residential displacees. The relocation im- <br />pacts would potentially affect 54 residents (34 adults and <br />20 children) distributed in 19 residential units. <br />The relocation plan states "No displacement problems are antici- <br />pated. Our investigation indicates that adequate comparable <br />relocation resources are available and are sufficient to meet the <br />needs of the project displacees." The report further concludes; <br />"The project will not disrupt an established community and there <br />will be no impact on the human environment as it relates to <br />racial, ethnic, age and income considerations." <br />From previous public meeting comments, conversations with <br />residents and the relocation survey, a large number of the <br />residents affected have indicated a desire to proceed with the <br />project. Their primary concerns are that they receive fair <br />market value for their property, receive compensation in the <br />cases of additional expenses incurred and that the acquisition <br />not be unduly delayed. <br />The City is required by law to provide relocation assistance. <br />Highlights of federal policies to assist people affected by the <br />relocation of homes and businesses are: <br />2-31 <br />
