' The preliminary property map lists the owner's name, size of <br />property to acquire and whether to be acquired by fee or <br />easement. The map also shows the location of each parcel. <br />The preliminary property map is shown as Exhibit 7 -8. <br />7 -9 <br />7.6 Recommended Alternative <br />Each of the alternatives were reviewed with MN /DOT staff and <br />presented to the City of Ramsey Airport Commission and <br />public. Alternative A was determined to be undesireable due <br />' <br />to the runway profile and 'ridge' type of development <br />required to achieve design approach clearances. Alternative <br />C was rejected by MN /DOT due to the wind coverage lost with <br />the primary runway orientation. It was pointed out by <br />MN /DOT that with limited funds available for airport <br />development, that a second or crosswind runway would be <br />unlikely to receive funding thereby undermining the ultimate <br />' <br />development plan. A further consideration which eliminated <br />this alternative was the closure of County Road 56, a major <br />north -south access road. <br />Alternative B, thus remained the only viable alternative for <br />development of the Airport. The preliminary airport layout <br />plan, Figure 7 -6, is based on the Alternative B concept with <br />minor modifications to the runway profile which achieved a <br />better balance of cut and fill. <br />The proposed and present, facilities will be and are served <br />from County Road 56. The airport area is bound by U.S. <br />Highway 10, County Roads 56, 57 and 116. U.S. Highway 10 is <br />a four -lane divided highway with signaled intersection <br />access to the airport area onto County Roads 56 and 57. <br />The county roads are bituminous paved minimum 9 -ton roads. <br />The proposed access point will be approximately 1400 linear <br />feet north of the U.S. Highway 10 and County Road 56 <br />intersection. <br />Refer to Exhibit 7.7 for the Airport access plan. <br />' <br />7.7 Preliminary Land Acquisition <br />The existing Gateway North Industrial Airport is owned and <br />operated privately. In order to develop this facility as a <br />publicly owned facility, the land and existing facilities <br />must be acquired. The acquisition includes existing airport <br />property, commercial and residential properties. The total <br />acres recommended for acquisition is 228.54. The majority <br />of the acquisition is by fee. Only 0.8 acres is proposed to <br />be acquired by easement. Residential property to be <br />acquired includes thirteen (13) occupied homes. Two commer- <br />' <br />cial businesses proposed to be acquired are McGregor's <br />Restaurant and Tom Thumb store. <br />' The preliminary property map lists the owner's name, size of <br />property to acquire and whether to be acquired by fee or <br />easement.
