' itinerant operations at Gateway are 1278, consider 25% of those <br />operations as 'just arrivals' with a passenger load of 2k which <br />adds up to 900 annual arriving passengers spending $70 each. <br />Figuring on the low side at 800 passengers spending $50 each adds <br />' up to $40,000 /year for the community. Using the multiplier affect <br />that the Chamber of Commerce goes by in the year 1990 you would <br />have 3300 passengers at $50 /day for a direct economic impact of <br />$100,000 and an indirect economic impact of $660,000; this figure <br />' is close to the City's initial investment for Stage I development. <br />Mr. Koshak stated that there are other issues yet to be researched: <br />environmental , noise, land use, social impacts, etc. <br />Mr. Koshak stated that the preliminary Airport Master Plan will be <br />' submitted to Mn /DoT, FAA and Metro Council for comment and a <br />third public meeting will be held some time after that. At this <br />-third meeting the final facts will be presented to the Airport <br />Commission for their action. <br />Ken Wagner - 8410 156th Lane - Total costs for development add <br />up to 1.2 million as the City's share; how can Ramsey afford <br />this? <br />Chairman Ippel replied that the method of financing has not yet <br />' been researched; purpose of study is to identify if the airport <br />is feasible, determine minimum requirements to meet State and <br />Federal eligibility criteria, estimate costs involved, project <br />economic benefit to be derived and determine what type of <br />financing is available. Half of that 1.2 million is for hangars <br />' which are in Stage II development and pay for themselves. <br />' Virgil Rose.- 15127 Ramsey Blvd. - Projected dollars spent by <br />intinerant passengers ($70 /day) was a nationwide study; next <br />study done should generate numbers from comparable airports in <br />' the area. Another thing to be considered is that Ramsey does <br />not have a lot of restaurants, car rental agencies and hotels; <br />we don't have these types of facilities to take these monies in, <br />What would be the impact of the airport from a utility aspect? <br />' Chairman Ippel stated that impacts of airports on their respective <br />communities will be looked at and noted that he has done some <br />preliminary research at Air Lake Industrial Park in Lakeville, <br />Minnesota, Air Lake Park is similar to what could be in Ramsey; <br />Air Lake has created employment for 2500 people, Twenty -five <br />percent of Lakeville's assessed valuation comes out of that <br />industrial park and 1/3 of it has not been developed yet. As <br />far as utilities, an airport should lessen the necessity based <br />on the amount of area required and the resulting decrease in <br />' density. <br />Virgil Rose- Industrial growth, because of the airport, would <br />' require sewer and water, <br />Chairman Ippel agreed and stated that according to the City's <br />' ordinance, improvements would be assessed against the property <br />owners that are benefitting, <br />AP /August 22, 1984 <br />Public Meeting <br />Page 4 of 10 <br />
