' <br />Chairman Ippel stated that the first public hearing was held to <br />bring the citizens up to date on the airport study and reaffirm <br />the fact that it was dust a study to answer questions. At the <br />' <br />second public hearing the preliminary Airport Layout Plan was <br />presented; for the first time we really knew dust what land would <br />have to be acquired and who would be affected in order to build a <br />minimum facility that would qualify for Federal participation. <br />' <br />This Commission then sent out a letter to potentially affected <br />property holders of record inviting them to this particular <br />Commission meeting in order to make them aware of the exact <br />' <br />situation. No land acquisition is commencing at this time; no <br />recommendations have been made by this Commission or City Council <br />to proceed with the airport project. <br />Mr. Merland Otto - Stated that his firm was charged with <br />determining whether or not an airport is technically feasible at <br />the current site that would meet State and Federal requirements. <br />' <br />State requirements are more restrictive than Federal <br />requirements, especially in approach areas; State requires longer <br />' <br />clear zones but will allow for shorter runways. However, we are <br />aiming for Federal participation so we went with a longer runway <br />than State requires. <br />Mr. Otto stated that his firm was also charged with determining <br />' <br />the need for this facility. In recent years, the number of based <br />aircraft at Gateway has been over 30; projections were based on <br />growth patterns of similar facilities in the Metro area and <br />' <br />applied to Ramsey; we are projecting mid -40 to high -50 based <br />aircraft at Gateway. <br />' <br />Mr. Otto stated that his firm looked at what area businesses are <br />using in the way of aviation and a 3300 runway is what they <br />required. <br />Mr. Otto stated that a 3300 runway facility is justified and it <br />will fit on the current site. <br />Mr. Otto stated that the airport study will now begin to look at <br />whether or not the costs associated with this type of airport <br />development is warranted. <br />Mr. Otto then presented that Airport Layout Plan and stated that <br />the layout was limited because of the railroad tracks and Highway <br />#10. Mr. Otto then pointed out the clear zones as zones which <br />must be free of all structures and are recommended for <br />acquisition. Mr. Otto stated that there are some density <br />restrictions on land beyond these clear zones. He stated that <br />County Road #116 would have to be relocated to the north. <br />Mr. Otto stated that the earliest anything can happen, should the <br />City decide to proceed with this plan, is in the 1985 -1989 time <br />frame. The second stage of development, 1990 -1994, would <br />concentrate on developing airport building area, public apron, <br />Page 2 of 6 <br />
