3.4.3 National Airports System Plan (NASP, now NPIAS)* <br />Gateway North Industrial is not currently in the <br />NPIAS due to its private ownership and lack of <br />designated role as a publicly owned facility in <br />regional and state system plans. <br />Although the expenditure of aviation trust fund <br />dollars at privately owned public use airports is <br />authorized under the current Airport Improve- <br />ments Program (AIP), it is unlikely that Gateway <br />would receive funds of this type since a greater <br />emphasis for these funds is placed on higher use <br />reliever facilities around the country. <br />If the course of public ownership is followed, the <br />inclusion of Gateway into the NPIAS should be <br />vigorously pursued. <br />The following criteria from FAA Order 5090.3A <br />applies to Gateway relative to inclusion into the <br />NASP (NPIAS): <br />(2) An existing airport that is included in an <br />accepted SASP or RASPk* may be included in the <br />NASP if it has at least 10 based aircraft (or <br />engines) and serves a community located 30 <br />minutes or more average ground travel time <br />from the nearest existing or proposed NASP <br />airport. Proposed airports to serve such <br />communities will be included if there is <br />clear evidence that at least 10 aircraft (or <br />engines) will be based at the airport within <br />the first year of its operation. <br />(3) An existing or proposed airport not meeting <br />the criteria in paragraphs 202d(1) and (2) <br />may be included in the NASP if it meets all <br />four of the following requirements: <br />(a) It is included in an accepted SASP or <br />RASP, assuming one exists, and <br />(b) It serves a community more than 30 <br />minutes from the nearest existing or <br />proposed NASP airport, and <br />* National Plan of Integrated Airports System <br />**RASP - Regional (Metropolitan) Airports System Plan <br />3-4 <br />
