1 <br />(c) It is forecast to have 10 based aircraft <br />(or engines) during short—range planning <br />period (within five years), and <br />(d) There is an eligible sponsor willing to <br />undertake the ownership and development <br />of the airport. <br />(4) An existing or proposed airport not meeting <br />the criteria in paragraphs 202d(a), (2) and <br />(3), may be included in the NASP on the basis <br />of a special justification showing a signifi— <br />cant national interest. Such special justi— <br />fications include: <br />(a) If an airport is included in an accepted <br />SASP or RASP but the community it serves <br />is within 30 minutes of the nearest <br />existing or proposed NASP airport or the <br />airport forecasts less than 10 based <br />aircraft (or engines) in the short—range <br />period, it may be included in the NASP <br />if the benefits of the airport will <br />exceed its costs. The cost/benefit <br />analysis should be in accordance with <br />the technique described in Appendix 1* or <br />a comparable technique that quantifies <br />airport benefits and costs.
