8.2.3. Socio-Economic <br />The social impacts are assumed to occur primarily <br />in the acquisition of residential property. All <br />landowners in the acquisition area were invited to <br />attend an Airport's Commission meeting so that the <br />preliminary plan and property acquisition practices <br />could be explained to the landowners. A copy of <br />the minutes of this special meeting can be found in <br />Appendix C. <br />Acquisition of the McGregor's Restaurant and Tom <br />Thumb stores will affect a change to the social <br />contact at these facilities enjoyed by many local <br />and intransit visitors to the area. These <br />businesses will, if they desire, be eligible for <br />relocation assistance, thus the impacts can be <br />mitigated. A11 structures in the clear zone will <br />be acquired and removed. <br />Acquisition of resident/business properties will be <br />in accordance with Federal and State procedures for <br />acquisition and with fair market values based on <br />these guidelines. <br />Negative impacts on property values of the <br />properties adjacent to the project are expected to <br />be negligable. Property values may, in fact, rise <br />due to the airport project if the area is con- <br />sidered more desireable for commercial/industrial <br />use or if expansion of the landfill is denied as a <br />conflict with the airport. However, factors such <br />as inflation, housing market interest rates and <br />desireability of the property will have a greater <br />effect than the airport project itself. <br />The residential/commercial properties in Zone B <br />will be affected by airport zoning density <br />restrictions. <br />Future taxes will be lost on the land purchased for <br />the airport facilities. <br />Relocation of County Road 116 will not impact the <br />present traveling public. However, its relocation <br />will impact future commercial and residential <br />development properties to the west of County Road <br />56. The airport facilities could attract jobs <br />through airport operations and businesses who will <br />move to the industrial area surrounding the <br />airport facilities. <br />8-5 <br />
