Aviation Gasoline and Jet Fuel Sales Tax <br />Aircraft Registration Tax <br />Aircraft Weight Tax <br />Eligible capital improvement projects include land <br />acquisition; facility acquisition, limited to eligible <br />items such as runways and taxiways; and the construction <br />and reconstruction of items such as runways, taxiways, <br />entrance roadways, aprons, etc. AIP provides 90% of the <br />total costs of eligible items in the form of grants <br />administered by the Federal Aviation Administration (FAA). <br />Since the proposed airport development plan is a major <br />public improvement program, the development staging costs <br />indicate maximum levels of participation with State and <br />Federal funds. <br />The facilities proposed for the latter stages should not <br />be developed before they are actually necessary. The <br />intent is to provide facilities as those needs arise. The <br />proposed schedule for development attempts to distribute <br />the City's expenditures as evenly as possible over the <br />planning period. At the same time, the demands for neces- <br />sary runway and building area improvements emphasize near and <br />intermediate stage development. This is because the Airport <br />must be developed well beyond its present capability to permit <br />and encourage the growth in use by aircraft. <br />10.2 Stage I Development <br />Stage I development provides for acquisition of land and <br />clear zones required for airport development, removal of <br />obstructions, and landing area improvements. The costs <br />associated with this stage of development are shown in <br />Table 10-1. The total costs for Stage I are approximately <br />3.99 million dollars. Of this, all items would be <br />eligible for Federal AIP funds at 90% participation. The <br />community's investment then would be approximately <br />$399,000 for a $3.99 million facility improvement program <br />assuming full levels of FAA's AIP funds. <br />No State funds are shown in the Stage I development pro- <br />gram since all project items are eligible for AIP funds. <br />In the event that AIP funds would be limited or FAA deter- <br />mined that they would not participate on an item, those <br />costs could be shared on a state/local basis. The State's <br />share would be 2/3 of the cost and the Community's share <br />1/3. <br />10-2 <br />
