The study was based on the safe
and efficient utilization of the navigable airspace by aircraft. Review
included public circularization for aeronautical comments. No letters of
objection were received in response to the circular.
Based on that study, No. 84-AGL-697-NRA, we have no objections provided the
runway thresholds are located or displaced, as necessary, and clearly marked
_ so as to provide at least a 20:1 approach surface slope over all obstacles
located within the runway approach surface areas.
The Federal Aviation Administration cannot prevent the construction of
structures near an airport. The airport environs can only be protected by
such means as zoning ordinances or acquisition of property rights.
This determination, issued in accordance with FAR Part 77, concerns the effect
of this proposal on the safe and efficient use of navigable airspace by
aircraft and does not relieve the sponsor of any compliance responsibilities
relating to any law, ordinance, or regulation of any Federal, State, or local
government body.
Any change in airport operating category (VFR to IF R) will require a new
` airspace analysis aad determination.
This determination does not mean FAA approval or disapproval of the physical
development involved in the proposal. It is a determination with respect to
the safe and efficient use of airspace by aircraft with respect to the safety
of persons and property on the ground.
In making this determination, the FAA has considered matters such as the
effect the proposal would have on existing or planned traffic patterns of
neighboring airports, the effects it would have on the existing airspace
structure and projected programs of the FAA, the effects it would have on the
safety of persons and property on the ground, and~the effects that existing or
proposed manmade objects (on file with the FAA) and known natural objects
- within the affected area would have on the airport proposal.
