We have <br />the following comments regarding the document: <br />Based on forecast activity level in the report and site constraints we <br />have determined that the present site will not qualify for Federal funds <br />in the foreseeable future. The site will not qualify for inclusion in the <br />National Plan of Integrated Airport Systems either as a reliever or non- <br />reliever airport. The development on the preliminary ALP (Figure 7-6) <br />does not show potential for an ultimate General Utility length runway or <br />for 95X wind coverage. <br />National Plan of Integrated Airport Systems <br />In order for any site to be considered for Federal funds, the site must be <br />shown in the NPIAS. Any NPIAS site must have forecast activity equivalent <br />- to 10 single engine aircraft and at least 30 minutes driving time to <br />another NPIAS airport. In metropolitan areas a close site may meet entry <br />criteria as a reliever airport. <br />An existing or proposed airport may be included in the plan as a reliever <br />airport if it relieves airport congestion in a metropolitan area by pro- <br />. viding the general aviation user with an attractive alternative. Reliever <br />airports shall meet the following criteria: <br />1. The reliever airport provides substantial capacity or instrument <br />training relief, as evidenced by: <br />a. A current activity level (or, in the case of a new <br />airport or an airport that is slated for major im- <br />provement, a forecast activity level) of at least 50 <br />_ based aircraft, or 25,000 annual itinerant operations, <br />or 35,000 annual local operations, or <br />
