The comments received addressed primarily NPIAS <br />entry criteria, site constraints and the sanitary landfill. <br />- Of paramount concern is FAA's determination that the site will not <br />qualify for inclusion into the NPIAS and as a result will not qualify <br />for Federal funds in the foreseeable future. The primary factors in <br />this determination as expressed in the January 28, 1985 letter are: <br />- The forecast activity does not qualify as a reliever airport. <br />- As a non-reliever entry the facility must have forecast activity <br />equal to 10 single engine aircraft and be at least 30 minutes <br />driving time to another NPIAS airport. <br />- The site does not have potential for an ultimate general utility <br />runway length (3900-4100') and NPI approaches. <br />- The runway configuration does not offer 958 wind coverage. <br />- No role is designated to this airport in the 1978 Metropolitan <br />System Plan. <br />Additional factors mentioned were: <br />- The report does not show the site to be the best in the area or <br />most cost effective alternative. <br />- Proximity to an existing sanitary landfill. <br />We recognize that the forecast activity levels preclude qualification <br />into the NPIAS at this time as a reliever facility based on the <br />criteria outlined.
