Metropolitan Council Meeting 8-22-85 Bus. Item C-3
_ M E T R O P O L I T A N C O U N C I L
~ Suite 300 Metro Square Building, Saint Paul, Minnesota 55107
REPORT OF THE METROPOLITAN SYSTEMS COMMITTEE
REFERRAL REPORT N0. 85-81
August 15, 1985
T0: Metropolitan Council
SUBJECT: Draft Gateway North Industrial Airport Master Plan, Referral File
No. 12993-1, Council District 9
~ BACKGROUND
1
Improvements to Gateway North Industrial Airport, a privately-owned/
~ public use Minor airport in the City of Ramsey are being proposed. The
~ improvements would involve assumption of ownership by Ramsey., and would cost
approximately $6 million. Two other sites were rejected in previous study
efforts.
The Council has been requested by Ramsey to submit comments as part of a
public hearing process involving the draft Airport Master Plan; these comments
are presently advisory in nature. The Council comments focus on five general
areas:
- The need for quantitative noise analysis, especially considering the
encroachment of the airport on existing residential development;
- The cost-effectiveness of making improvements at the existing airport site,
which has physical and environmental constraints, compared to other
sites;
- The aviation demand forecasts used in the study, which are high compared
to the recently revised regional forecasts;
- General Aviation Airport Search Area "A", with which the proposed
improvements would likely neither conflict with nor be able to replace;
- The need to amend the Ramsey Comprehensive Plan if the improvements are to
be made.
