We believe that it's a reasonable assumption that within two years of <br />completing improvements, based aircraft will rebound to slightly below <br />recent historic highs. Applying MC's annual growth rate to the 1991 <br />estimate of 30 based aircraft then yields an increase of 3 aircraft <br />over a 15 year period - a number equal to previous based aircraft in <br />1980 at an unimproved field. It is simply beyond belief that an <br />improved year 'round facility which is located in a growing area on <br />the periphery of the metro area would, in essence, sustain no growth. <br />Other considerations which support a higher growth rate include the <br />general economic outlook for 1983 to 1993 vs. the economic situation <br />of the 1973-1983 period and the likelihood that there will be somewhat <br />of a siphoning effect on both Crystal and Anoka County. We believe <br />that the forecasts are reasonable and that economic benefits have been <br />presented in a conservative manner. <br />Search Area A• <br />We concur that the improvement of Gateway North would have little <br />impact on the ultimate need for an airport in western xennepin County. <br />Comprehensive Planning <br />The current airport site is shown on the City's comprehensive plan and <br />zoned for industrial use. A plan amendment would be submitted at an <br />appropriate time. <br />
