A number of residents who live in the associated Safety Zone B <br />expressed that they planned to subdivide their lots at the time <br />sewer and water is initiated. Restrictions would prevent them <br />from doing so and thus their concern is for a fair basis of <br />compensation. This was addressed briefly at the hearing and is <br />an issue which should be looked at in greater detail. <br />3a) "Noise/Concerns" <br />A number of residents expressed that current noise as well as <br />future noise impacts would be detrimental to residents. The <br />reader is referred to response to MC noise comments in Appendix E <br />(pp. E-_ through E- ). It is recognized that the public's <br />perception of noise varies with how they perceive the value of <br />the facility and safety of operations. The environmental <br />assessment, however, should address noise as a concern and make a <br />concerted effort towards dealing with the perception.. <br />3b) "Safety" <br />The proposed facility improvements with a paved runway, visual <br />approach aids, larger clear zones and greater approach clearances <br />will, in fact, enhance the margin of safety vs. the existing <br />facility. Additionally, the improvements should aid towards <br />keeping most aircraft higher on landing and allow for greater <br />height above the majority of residences sooner on takeoffs. The <br />FBO and flying club have also initiated campaigns to educate <br />pilots about safety/noise/community concerns, and are encouraging <br />a "keep 'em high" profile and local abatement procedures. <br />This effort should help to alleviate a number of both noise and <br />safety concerns. <br />4) "Other City Improvements": <br />As a young city, no doubt a number of improvements to the <br />Community's infra-structure and amenities will be undertaken. <br />Improvement of the airport is one of these under consideration. <br />5) "Let Public Vote/Increased Taxes" <br />Should the proposal proceed to an acquisition/construction <br />project which is funded by a general obligation bond, a <br />referendum would be required for passage of a bond issue. <br />6. "Benefits a Chosen Few" <br />Public participation in the process throughout this study has <br />been encouraged by the Airport Commission serving, the City. A <br />good deal of effort has been put forth to show both sides of the <br />issue, and the potential benefits to the City have been examined. <br />the only way a project can be initiated is at the request of the <br />City. It is the City's decision to proceed or not to proceed <br />based on what is perceived to be best for the City as a whole. <br />
