Approximately the same number of homes would be acquired and residents <br />would be relocated under either alignment. Only the type and tax base <br />differ. The Council has expressed the desire to have the impacted <br />residents relocate in the City. Relocation of residents into conven- <br />tional homes within the City appears to have greater potential than <br />does relocation of mobile homes within the City. <br />A fourth key concern is that the length of time that the Prestress <br />property is on the market represents a window of opportunity of <br />unknown duration. If the Prestress alignment is selected, not pro- <br />tected from development, and the property is subsequently acquired by <br />another business(es), the alternatives are to acquire the property and <br />relocate the business(es), condemn the property, to reassess the <br />previous Master Plan alignment at that time to determine whether it is <br />yet feasible to undertake or to simply not develop the airport. <br />Issues and Areas of Concern <br />In preparing the scope of services for future airport work, Hakanson <br />Anderson Associates developed an overview of the two alignments. The <br />related impacts are rated against each other on a +, 0, -, basis. As <br />indicated by the following table, the results are fairly close with <br />the Master Plan alignment holding a slight overall advantage. <br />However, if one factor, such as acquisition costs (presently in favor <br />of the Master Plan alignment) were to change in favor of the alterna- <br />tive, the results would be even. <br />The ratings were based on judgmental aspects and on previously <br />developed information. To evaluate the alternatives in greater detail <br />and to develop a new Airport Layout Plan requires a work effort <br />estimated at $19,300 including additional obstruction and topographic <br />surveys. <br />Detailed Evaluation $6,460 <br />Air Ortho Survey & Ground Control 6,190 (required at future <br />date - in any event) <br />New ALP 6,650 <br />$19,300 <br />Summary <br />The alternative alignment does not appear to offer a decisive <br />advantage over the Master Plan alignment. It may have some negative <br />factors associated with it that are not currently evident with the <br />Master Plan alignment. <br />A detailed evaluation of the alternatives will yield a refined basis <br />for decision making but may, nevertheless, yield a very close outcome <br />as does the general overview. If the alternative is pursued, a new <br />ALP must be developed, formal airspace approval granted and a public <br />meeting held prior to adoption. The City would then submit the new <br />plan to agencies for final approvals. <br />
