Background: <br /> <br />CONTRACTED TOWING SERVICES <br />FOR POLICE DEPARTMENT <br /> By: Chief James Way <br /> <br />On March 1, 2003, the City of Ramsey Police Department released a Request for Proposals for <br />contracted towing services for the City. The City of Ramsey has been workint~without a towing <br />contract since the late 1980's. We currently utilize two companies (Champlin Towing and <br />Collins Brothers Towing) and have been approached by a third company. Officers are currently <br />and have been alternating service between the two companies. <br /> <br />We received proposals from three vendors prior to the request deadline: Champlin Towing, <br />Collins Brothers Towing, and Northstar Towing. To objectively enter into a contract with a <br />towing business, we evaluated each proposal with a point system. Proposals could score a <br />maximum of 55 points. The business that offered to provide each service for the lowest cost <br />received the highest point value for that service. <br /> <br />A breakdown of the points given to each company and their ranking is attached to this case. A <br />copy of the "Request for Proposals" is included for your reference, vendor proposals and two <br />typical towing scenarios analyzing the proposed costs for each vendor, are also included. The <br />service that will best serve the City's needs was determined based on individual point totals, <br />perforrnance, and equipment. <br /> <br />Recommendation: <br /> <br />Staff recommends that council authorize contracted services for towing from Northstar Towing <br />Inc., 833 North Street, Anoka, MN 55303 : <br /> <br />Council Action: ~(~ <br />Motion by City Council to adopt Resolution 03~04-XX authorizing the contracted services of <br />Northstar Towing, per the terms and conditions of the contract. <br /> <br />Reviewed by: <br /> <br />Police Chief Jim Way <br />Asst.
