Director of Public Works/Fire Chief Kapler explained that to have the boxes re-keyed it would cost $120 a box and they could no longer get a unique key for the City of Ramsey. Staff has also looked at getting a different type of lock box to offer business owners if they were not comfortable with keeping the current lock box. Councilmember Kurak inquired if there was any insurance coverage that would cover the City for property damage. Director of Public Works/Fire Chief Kapler replied that he would look into that information. Fire Inspector Streich stated that he would not be satisfied with receiving the three keys back from the defendant and a certified letter from the locksmith because there is no way to assure that no other keys were made. 2) Town Center AUAR Review Principal Plam~er Trudgeon stated that staff would like to familiarize the Council with the AUAR document and give the Council the opportunity to ask questions. He explained that on April 8, the Council will be presented with the document and be asked to release it. [f there are no objections, Council could adopt the final document by June 28th, IVlr. Trudgeon reviewed the general information of the AUAR and the Natural Resources information. Principal City Engineer Olson reviewed the water usage, noting that it will be placing a higher priority on the water infrastructure needs. He also reviewed the storm water manageinent plan for the site, noting that rain gardens are identified as a possibility, which would require a lot of maintenance. Mr. Olson stated that the Council should state whether or not rain gardens would be acceptable. Councihnember Cook stated that rain gardens are a benefit on private property, but in a Iai'ge development he did not feel that a rain garden would be feasible. Councilmember Elvig inquired if the AUAR addressed underground water quality. Principal City Engineer Olson replied yes. He explained that water borings throughout the site were done to determine where tb_e water levels are. He explained that there would be a need for three additional wells to be installed from now until build-out of the Town Center, which will require an amendment to the City's appropriation permit issued by the DNR. Councilmember Strommen inquired if the study looking at the impact of the wells on wetlands would also look at the impact on private wells. Principal City Engineer Olson explained that private wells would be looked at to some extent, but they don't think that is going to be an issue. Mr. Olson reviewed the sanitary sewer needs and the traffic analysis, noting that the development is anticipated to have 50,000 vehicles a day. City Council/March 25, 2003 Page 4 of 5
