-148- <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Pearson, to adopt Resolution <br />#03-02-056 approving the preliminary plat of Village of Sunfish Lake contingent on compliance <br />with City staff review letter dated January 31, 2003, revised February 21, 2003, rezoning the land <br />to the PUD, 146th Avenue be connected, the southern trail being eliminated, staff working with <br />the developer on identifying possible trees to be relocated, drainage issues being addressed, a <br />sidewalk along 145th Lane being constructed in lieu of the backyard trail on the southern portion <br />of the property, and trees being protected from oak wilt. <br /> <br />Further discussion: Mayor Gamec inquired if the sidewall< along 145~ Lane should be included <br />in the motion since it was an area outside of the development. City Attorney Gogdrich replied <br />that the sidewalk along 145th Lane could be included in the motion. He also-noted that <br />prelim/nary plat approval is the driving document for the future of the plat so the Council should <br />be very specific in their motion. Principal Planner Trudgeon noted that the City staff review <br />letter states very specifically what they need to have for the drainage and grading plans. <br />Councilmember Strommen stated that she liked the concept of the development, but she still had <br />a couple of concerns that she would have liked time to work out. She stated that she was still <br />concerned with the length of the driveways as well as the single lot off Sunwood Drive on the <br />notnthern portion of the plat because the two adjacent lots will have no open space. Principal <br />Planner Trudgeon noted that all of the driveways will be at least 25 feet, with the exception of <br />two or three lots. Councilmember Strommen replied that her concern is that there wilI not be on~ <br />street parking. Principal Planner Trudgeon noted that that is very typical of a townhome <br />development on a private street. Councilmember Strommen inquired as to how many off-street <br />parking nodes will be included near the cottage homes. Principal Planner Trudgeon replied 12. <br />Mr. Bjerstedt stated that they are able to adjust the home design to accommodate more space on <br />the driveway. Principal Planner Trudgeon pointed out three lots that would have driveways less <br />than 25 feet. City Attorney Goodrich noted that the Council could require that no less than a <br />cel~tain percent of the driveways be less than 25 feet. Mr. Bjerstedt replied that there are only <br />three lots where the driveways are less than 25 feet. Councilmember Strommen inquired if it <br />would be possible to meet the 24-foot requirement on those three 10ts. Mr. Bjerstedt replied yes. <br />City Attorney Goodrich recommended that language be included in the motion that no more than <br />tl~ree of the units have less than 25 foot driveways. Councilmember Strommen replied that she <br />could agree with that. <br /> <br />Motion was amended to include the following condition: that no more than three of the units <br />have less than a 25 foot driveway. <br /> <br />Fut~ther discussion: Councilmember Strommen inquired if there was any possibility of removing <br />the single lot on the northern portion of the development. City Attorney Goodrich advised <br />Councihnember Strommen to make the appropriate motion. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Zimmerman, to amend the <br />motion and remove the single lot on the northern portion of the development. <br /> <br />Further discussion: Councilmember Elvig stated that he was not in favor of adjusting Mr. <br />Bjerstedt's plan that far because there are other similar conditions throughout the development. <br /> <br />City Council/February 25, 2003 <br /> Page 12 of 18 <br /> <br /> <br />
