-14- <br /> <br />second access to the north, Monarch Homes subrnitted a plan to staff proposing to stub Rabbit <br />Street to the north with a temporary cul-de-sac. The concept plan also showed 170th Avenue as a <br />cul-de-sac that exceeded the 600-foot cul-de-sac length. The developer decided to apply for a <br />variance to the cul-de-sac length requirement. In discussions with the Engineering Department <br />regarding the need for a variance to cul-de-sac length, concern was raised with the lack of a <br />second access to the 27 single family homes located east of the proposed Tiger Meadows <br />development. The importance of providing a second access to the Tiger Meadows development <br />that would also provide a second access for the existing residential neighborhood to the east led <br />to further discussions with the developer. The concept plan was redesigned to provide for an <br />access to the east to connect to Nutria. The connection to Nutria Street would result in the need <br />to acquire approximately 6,150 square feet from Lot 1, Block 1, Autumn Meadows. Staff <br />contacted the property owner of Lot 1, Block 1, Autumn Meadows and his (Mark Anderson) <br />response was that he is opposed to the City acquiring any portion of his property for public fight- <br />of-way purposes. As an alternative, Mr. Anderson would like the City to construct a pedestrian <br />pathway from the eastern boundary line of Tiger Meadows through the park, located immediately <br />adjacent to the project area,..connecting to Nutria Street. Staff countered that the City acquire the <br />necessary 60-feet of right-of-way on Lot I, Block 1, AUtumn Meadows; however only construct a <br />1 O-foot wide pedestrian pathway from the eastern boundary line of Tiger Meadows connecting to <br />Nutria Street. Upon Mr. Anderson selling his property, the City would connect the pathway to a <br />full service public road. <br /> <br />City Administrator Non'nan stated that the City's new Comprehensive Plan allows for a 2.5 acre <br />development on the parcel, but noted that this is probably not the best way to develop the <br />property even though it will probably be five to ten years before sewer and water is extended into <br />the area. He explained that the Council, in the past, has discussed the idea of cluster <br />development where the homes would use a community septic system and the density would <br />remain the same as what is currently permitted. The difference would be is that the homes would <br />be constructed on urban .size lots and the remainder of the property would be "ghost platted". <br />When sewer and water is extended into the area, the remainder of the property could be <br />developed. He stated that if cluster development is something the Council would like to <br />consider, they should direct staff to put together the appropriate language for Council <br />consideration. City Administrator Norman noted that staff had only recently discussed the issue <br />so they have not had an opportunity to discuss the idea with the developer. <br /> <br />Councilmember Kurak stated that she felt that cluster development is something they should be <br />considering. <br /> <br />Councihnember Cook stated that cluster development makes a lot of sense. <br /> <br />Councilmember Zimmerman stated that he did not believe that cluster development Would <br />eliminate any of the large problems. <br /> <br />Councihnember Kurak inquired if is this something that they should be discussing in the future <br />and how would it impact the developer. <br /> <br />City Council Work Session/April 1, 2003 <br /> Page 2 of 8 <br /> <br /> <br />
