e) The two-way private streets in the cottage area shall be 24 feet wide from back of~ <br /> curb to back of curb and will not allow any on-street parking. <br /> <br />The site plan shows setbacks in accordance with what was permitted in the February 25, 2003 <br />approval. At that same meeting, the City Council approved no more than 3 cottage units to have <br />a length less of 25 feet. In reviewing the final site plan, staff has been unable to determine if this <br />condition is being met. It appears that more than three units, particularly the eastern cottages <br />have a driveway less than 25 feet. Staff has requested that the applicant provide the City an <br />exhibit showing the driveway lengths for all of the cottages. <br /> <br />The applicant has submitted a final landscaping plan. As mentioned in the City Staff Review <br />Letter, the applicant used the City's newer preferred planting list. Most of the tree plantings are <br />on the City's preferred planting list with the others on the acceptable list. The City Staff Review <br />Letter notes several corrections that need be made. The Review Letter also notes a majority of <br />the landscaping quantity requirements are being met. In instances where they are not being met, <br />the applicant is proposing alternative plantings which City Staff finds acceptable. It should be <br />noted that the total amount of new tree plantings exceed the minimum tree planting schedule <br />under the ordinance. <br /> <br />The applicant is using existing trees and new plantings to satisfy density transitioning <br />requirements. Staff has identified the potential of relocating some of the existing trees on the site <br />to supplement the transition area and will be working with the applicant to identify opportunities. <br /> <br />A Development Permit has been prepared for development which covers the roles and <br />responsibilities of the developer making site plan improvements. Specifically, the Development <br />Permit will cover the installation of private roads and landscaping. A financial surety in the <br />amount of 150% of these improvements will be required to be submitted as part of the <br />Development Permit.
