CAS # 7 <br /> <br /> I <br /> I <br /> I <br /> I <br /> ! <br /> I <br />;I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> ! <br /> I <br /> <br />CONCEPT PLANNING FOR MUNICIPAL PROPERTY WEST OF SUNFISH LAKE <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />The purpose of this case is to initiate concept planning for the City owned land west of <br />Sunfish Lake. During the course of the Park and Recreation Commission's review of the <br />Village of Sunfish Lake, it was discussed that the timing for examining the above property <br />for park purposes should coincide with the development of that plat. <br /> <br />Observations: <br /> <br />AS Council may be aware, the area west of Sunfish Lake has been proposed for park <br />purposes for some time as one of the few lake accesses potentially available to Ramsey <br />residents. Within the last few years the City acquired this property as part of an industrial <br />land purchase south of the new Sunwood Drive extension. <br /> <br />Park and Recreation Commission recommendation: <br /> <br />As indicated, the Park Commission is recommending initiating concept planning for all the <br />municipal property adjacent to the lake. But in addition, also looking to the future <br />development potential in the immediate vicinity so as to best project and site needed park <br />elements, as well as other public improvements relating to the park. <br /> <br />Attached is a site map that indicates the City owned land in black and the 'study area' in <br />crosshatched lines. <br /> <br />The Commission recommended at their March 13, 2003 meeting to appropriate <br />approximately 15% of the expected Park Dedication proceeds for the Village of Sunfish Lake <br />for this planning endeavor. <br /> <br />It is believed that 15% of the $232,200 in Park Dedication fees ($34,800), would be enough <br />to begin the necessary survey work and planning to develop the referenced concept plan. <br />The monies if allocated, may also go as far as preparing construction documents for the frrst <br />phase of park development. <br /> <br />The Commission also recommended establishing a park project account, thereby reserving <br />the anticipated $293,475 in Park and Trail proceeds for the actual park development project. <br />(Cash Park Dedication at a 2003 rate would be $232,200 and the Trail fee would be <br />$61,275). Because the Village of Sunfish Lake will be a phased plat, the above fees may be <br />collected and allocated as each phase is approved if Council desires. The alternative is that <br />the park and trail fees may be held in the Park Trust Fund until a plan is approved for the <br />City land west of the lake. <br /> <br />-229- <br /> <br /> <br />
