Mayor Ramsey introduced the following resolution and moved for its adoption: <br />RESOLUTION #10-04-094 <br />A RESOLUTION ADOPTING FINDING OF FACT #0867 RELATING TO A REQUEST FROM <br />ALLINA HEALTH SYSTEM FOR A CONDITIONAL USE PERMIT TO INCREASE THE <br />MAXIMUM NUMBER OF PARKING SPACES IN THE TC-3 SUB-DISTRICT BY TWENTY- <br />FIVE PERCENT. <br />WHEREAS, the City of Ramsey received an application from Allina Health System for a <br />conditional use permit to increase the maximum number of parking spaces permitted in the TC-3 sub- <br />district by 25% on the property legally described as follows: <br />Outlot FF, Ramsey Town Center Addition, Subject to Easement of Record, Anoka County, <br />Minnesota <br />-or upon recording- <br />Lot 1, Block 1, Ramsey Town Center 14th Addition <br />(the "Subject Property"). <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating to the <br />request are determined to be as follows: <br />1. That City Code Section 117-118(e) allows a maximum of four (4) parking spaces per 1,000 square <br />feet of medical office and clinics and allows for a conditional use permit to be sought to increase the <br />maximum parking spaces allowed up to 25% if additional parking is sought that does not meet the <br />maximum requirements. <br />2. That on March 18, 2010, Allina Health System, hereinafter referred to as "the Applicant," properly <br />applied for a conditional use permit to increase the maximum number of parking stalls permitted on <br />the Subject Property. <br />3. That the Applicant appeared before the Ramsey Planning Commission for a public hearing pursuant <br />to Section 117-51 of the City Code on April 1, 2010, and that said public hearing was properly <br />advertised and that the minutes of said public hearing are hereby incorporated as a part of these <br />findings by reference. <br />4. That the Subject Property is zoned TC-3 Sub-district. <br />That the adjacent properties are also zoned TC-3 Sub-district. The properties across Ramsey <br />Boulevard (CSAH 116) are zoned E-2 Employment. <br />6. That the Subject Property consists of approximately three (3) acres. <br />7. That the based on the proposed building of 28,500 square feet, a maximum of 114 parking spaces <br />would be permitted on the Subject Property. An additional 25% increase would permit up to 143 <br />parking stalls by conditional use permit on the Subject Property. <br />8. That the proposed use will not adversely impact traffic in the area. <br />
