that show the types of plants that would be used in the design of the mitigation wetlands; these are
strictly representational in nature and highlight some of the individual plant species, rather than
describing the entire plant community.
We can then address the WNW wetland at a later date when the western portion of the COR is more
defined, a development proposal comes forward for this area, and impacts are shown to be unavoidable.
Any future permit must comply with WCA sequencing requirements (avoid, minimize, mitigate) and
gain the approval of the LGU, therefore it should be noted that there is no guarantee that the LRRWMO
will approve such a request. If a new permit is required it would involve additional effort beyond what
had been anticipated in the original proposal by URS so a new scope and fee would be necessary to
complete this work; this would be done in conjunction with the permit application and can be realized
and discussed by the HRA at a later date.
Action:
Motion to authorize staff to initiate completion of the existing RTC wetland mitigation permit in an
amount not to exceed $80,000, and to address potential future impacts to the remaining wetlands at a
later date when a development proposal is realized.
Attachments:
Original RTC wetland impacts permit
Wetlands remaining on site following completion of existing permit
Breakdown of mitigation options consideration on 2/9/10
TEP meeting summary
Wetland mitigation plant photos
Reviewed By:
City Administrator
Director of Public Works/Principal City Engineer
HRA: 6/1/10
