CASE # 2

DISCUSS 2010 AND 2011 PARKS CAPITAL IMPROVEMENT PLAN
By: Mark Riverblood, Parks Supervisor

Background:

The City Council and Park and Recreation Commission have held a joint meeting in June for
over well over a decade. The joint meeting has been an opportunity for the Council and
Commission to share ideas and discuss topics of mutual concern. There also has been a recent
tradition of discussion of the Parks Capital Improvement Program.

With most capital improvements having a discrete impact on the annual operating budget for 0
& M (electricity for a park building at Elmcrest as one example), recent capital improvements
have received prudent discretion. Staff proposes that this joint meeting be an opportunity to
review the 2010 and 2011 proposed projects to develop consensus on how they may be
approached, and also how they may relate to one another (given a finite Park Trust Fund, with
new Park Dedication contributions all but suspended).

Attached is the proposed 2010 and 2011 Parks CIP.

Commission Action:

Based upon discussion.

Reviewed by:
Director Public W orks/Principal City Engineer

P&R: 06/10/10
