s.~a
~..~
` 3r
Memo i
lR f
To: Mayor Ramsey & City Council
From: Environmental Coordinator '~ Anderson
CC: City Administrator ch, P ing Manager Amber Miller
Date: June 2, 2010
RE: Ramsey/Andover Pine Tree Management Project
INTRODUCTION
As City Council may recall, the Cities of Ramsey and Andover jointly applied for and were
awarded a FireWise grant through the MN DNR in the amount of $8,500.00. The grant will be
used as payment to a logger for the removal and disposal of dead/diseased pine trees on both
public and private properties.
DISCUSSION
The cities had an informational workshop on October 22, 2009 to gauge the interest level of
property owners with large volumes of pine on their properties. Based on the feedback, staff
inventoried properties that were interested and eligible under the contents of the FireWise
program. Staff ultimately had to scale back the number of properties that could be addressed
through this grant opportunity due to the cost of the work. A second workshop was held on May
13 with the participating property owners to review and discuss expectations of the project. All
participating property owners will be required to sign a release agreement prior to work
commencing on their property.
BUDGET IMPACT
The estimated total cost of the project is $17,000. The grant is in the amount of $8,500, which
will be used to pay the logger. The grant request has and will continue to be matched through in-
kind services, which includes time spent on the project by the Environmental Coordinator, City
of Andover staff and property owners.
ACTION REQUESTED
It is requested that the City Council authorize Staff to enter into a contract with Kohn Brothers
Logging to complete the removal and disposal work. A resolution stating such is included for
consideration as well as the contract and a copy of the release agreement, both of which have
been reviewed and approved as to form by the City Attorneys for Ramsey and Andover.
Cta
