WHEREAS, the Proposed Regulations also consider the merger of shore land rules and Wild and Scenic River regulations and attempt to provide for additional flexibility in design; and WHEREAS, if adopted as the final rules for shoreland districts throughout the State, the City would be required to update City Code Chapter 117, Article II, Division 4, Subdivision V in order to be consistent with updated rules; and WHEREAS, the proposed regulations would require additional processes to be completed, especially in terms of storm water management, in order to recognize densities and lot sizes as provided for in the City of Ramsey Comprehensive Plan and achieve densities as approved by the Metropolitan Council; and WHEREAS, the City would like to review if the proposed rules would be the usurpation and pre-emption of all local government decision-making authority for land use within the wild, scenic and recreational rivers and all other shoreland areas, contrary to M. S. 462.357. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, That the Ramsey City Council herby requests that the League of Minnesota Cities become actively involved in assisting cities to review those portions of the Proposed Regulations that may seek to limit or remove local. government land use decision-making authority granted them under M. S. 462.357 and other various Minnesota State Statutes. The motion for the adoption of the foregoing resolution was duly seconded by Council Member, , and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following were absent: Whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 15th day of June, 2010.
