Another option would be to consider the apron cost to be a part of the street paving project cost.
It is estimated that depending on the width of the drive apron installation, costs would range
between $600 and $1000 per drive apron. Since project costs are divided equally between the
property. owners and the City would absorb 50% of this cost. This option might be considered if
the City views drive aprons as integral to a paved street. The City might consider reducing its
percent contribution to offset or reduce their project cost contribution.
Attachments:
• Minutes of November 20, 2007 Public Works Committee meeting.
• Examples A and B
Financial Impacts:
There would be no financial impact to the City on the current projects for which feasibility
studies have been prepared since the driveway paving was not included as a project cost but
rather as an additional cost to be paid by the property owner. Continuing the current policy or
allowing the cost to be collected as an assessment would have no financial impact to the City.
Changing the policy to consider it to a project cost would cost the City between $300 and $500
per driveway on these types of projects.
Recommendation:
Staff recommends that letters be sent to affected properties on IP 08-33 and IP 08-34 advising
them of the reduced minimum apron length and that the cost of installing an apron where there is
no existing pavement will be added to the assessment rather than being directly billed upon
installation. Staff further recommends that this policy be adopted for all future dirt street paving
projects.
Action:
Motion to recommend to City Council that letters be sent to affected properties on IP 08-33 and
IP 08-34 advising them of the reduced apron length, and that the cost of installing an apron
where there is no existing pavement will be added to the assessment rather than being directly
billed upon installation. Additional motion to recommend that this policy be modified for all
future dirt street paving projects.
Reviewed By:
Director of Public Works/Principal City Engineer
Finance Director
City Engineer
Public Works Street Supervisor
