CASE # REVIEW FEASIBILITY STUDY IP 10-25 THE BITUMINOUS PAVING OF CHAMELEON STREET IN THE SHAWN ACRES SUBDIVISION By: Steven Jankowski, Assistant City Engineer Background: A petition requesting the bituminous paving of Chameleon Street was received by staff on February 2, 2010 and Council directed the preparation of a feasibility study on February 26, 2010. Staff has completed a draft of the feasibility study which is attached to this case. The project scope is similar to that of previous IP 08-31 which you may recall was defeated by petition following a November 10, 2008 public hearing. The project costs have been modified to reflect the current market. One element which has been modified from the original draft is the requirement for paving private drive approach aprons. That policy is being addressed by the Public Works Committee as a separate case. The draft feasibility study has addressed this item to require a minimum of a ten foot apron that will be billed directly to the property owner following its installation. Financial Impact: The cost of this project is estimated to be $305,798 which includes 30% project overhead costs. The Project will be funded as follows: $37,724 from the Storm water Utility; $127,499 in assessment revenue; and $140,575 from the City's general fund which funds 50% of the paving costs and one equivalent share for Shawn Acres Park. Recommendation: Staff recommends approval of the feasibility study for the bituminous paving of Chameleon Street located within the Shawn Acres subdivision and that a public hearing date be set for August 10, 2010. Council Action: Motion to recommend to City Council approval of the feasibility study and recommendation to set the public hearing for August 10, 2010.
