<br />~-3 <br /> <br />CITY COUNCIL WORK SESSION <br />Topic Report: <br />Parkway Development for Central Park <br />By: Mark Riverblood, Parks Supervisor <br /> <br />Ciry Of .~ <br />RAMSEY <br /> <br />Background: <br /> <br />The 2010 Parks Capital Irnprovement Program proposes the conversion of the existing park drive <br />up to the Park Center Building in Central Park to a 'one-way,' with the extension of this to the <br />east, towards softball fields #5 and #6. At that point, additional park bays may be added, and the <br />parkway would continue to the property line - joining a new public road on a north/south <br />alignment (Y olite Street on the grid), extending down to the existing 161 st Avenue. <br /> <br />This estirnated $135,000 capital improvement is in the CIP as a solution to the need for <br />additional parking during peak periods, and to reduce pedestrian/vehicle conflicts on the <br />driveway leading up to the Park Center Building. As a stopgap measure, the hockey rinks have <br />been used .as overflow parking. These will continue to be needed during larger cornmunity <br />events like the 'Party in the Park,' but may not be desirable for long-term, daily use. <br /> <br />An opportunity for developing the improvements discussed exists as the St. Katherine Drexel <br />Church owns the 33 acres east of the park, and under any development scenario, Park Dedication <br />is due, resulting in the ROW needed for the abovementioned parkway and future street. (It <br />should be noted that there are rnany different directions this concept rnay go, as many options <br />have been discussed with the property owner, including land swaps.) The church is expecting a <br />proposal(s) that this Topic Report may generate. <br /> <br />It is anticipated that this same CIP project will be discussed in brief at the joint meeting of the <br />Park and Recreation Commission and City Council on June 10,2010.
