CITY COUNCIL WORK SESSION <br />Topic Report: Discuss Proposed Ballot Language <br />for Plan of Government <br />By: William K. Goodrich, City Attorney <br />Background: <br />As City Council is aware, you authorized a question to appear on the November 2 General <br />Election ballot relating to amending the Charter to provide for the Mayor/Council Plan of <br />Government. <br />Attached is a draft of how that ballot may be worded. Staff is, of course, open to suggestions on <br />any verbiage changes that you think might be more clear and identifiable by the voters. The <br />guideline, however, is that the ballot question must be kept free of anything arguing for the <br />passage of or opposition to the amendment. The Charter Commission members have been <br />invited to this meeting for their input on how they think the ballot question should be worded. <br />Also attached is the Minnesota Statute, which provides for the form of the ballot together with <br />Minnesota Rules directing further requirements on this subject. <br />Action Statement: <br />Based upon discussion. <br />Reviewed by: <br />City Attorney <br />City Clerk ' <br />City Administrator: <br />CCWS: 06/22/10 <br />
