ACE <br />SOLID WASTE, INC. <br />Keeping It <br />Clean <br />6601 McKinley Street NW, Ramsey, MN 55303 <br />June 1, 2010 <br />Mayor Bob Ramsey <br />City Administrator Kurt Ulrich <br />City of Ramsey <br />7550 Sunwood Dr NW <br />Ramsey, MN 55303 <br />RE: Contract to provide Curbside Recycling to City Residents <br />Our current contract for service is set to expire on December 3155, 2010. The purpose of my letter is to <br />begin exploring the various options available to the City. Based on our experience with Ramsey <br />residents, curbside recycling is a valuable service and should be continued. The question is the best way <br />to deliver the service. <br />We have identified 3 possible options for the City. <br />1) Commence negotiations with ACE Solid Waste to renew the contract under similar terms and <br />conditions. The contract specifically allows for a possible renewal with the current contractor for <br />an additional two years <br />2) Issue a Request for Proposals from available contractors in the area. Given the possible <br />mobilization efforts of any contractor, a reasonable deadline for issuance of an RFP would be <br />October 1, 2010, assuming a one month decision making process. <br />3) Consider getting out of the curbside recycling contract business and asking the trash haulers to <br />provide the service. Over the past 15 plus years the recycling industry has matured and <br />developed to a point where direct City oversight is no longer necessary. For example, in January <br />2008, the City of Big Lake did not continue their recycling contract and asked the trash haulers to <br />provide the service as defined by a new ordinance. In most of the communities ACE serves, we <br />provide both trash and recycling services through a direct relationship with the homeowner. It is <br />a "one-stop shop" for residents. In Ramsey, although ACE would lose the recycling services for <br />some residents, the opportunity to compete for all of their services, is generally a better fit for our <br />company and most residents. <br />Regardless of your final decision, as a local business in the City, we would like to meet and discuss the <br />various options in detail. Our commitment to the success of Ramsey and its residents goes beyond any <br />contract.
