IS <br /> <br />APPROVE RESOLUTION #10-06-XXX CAUSING A BOAT LANDING AND FISHING <br />PIER FOR MISSISSIPPI WEST REGIONAL PARK <br />By: Mark Riverblood, Parks Supervisor <br /> <br />Background: <br /> <br />One of City Council's Strategic Goals for 2010 is to implement a plan for the creation of a boat <br />landing and fishing pier within Mississippi West Regional Park. Significant progress has been in <br />recent months, and at the June 101\ 2010 joint City Council and Park and Recreation <br />Commission meeting there was strong consensus that the City should proceed to move forward <br />with a $20,000 contribution for the project, and additionally what is in essence, a $370,000 loan <br />for the estimated $390,000 project, to be administered by Anoka County Parks'. <br /> <br />Observations: <br /> <br />The Council and Commission discussed the desire to bring some surety to the intention that <br />Anoka County will be successful in receiving $370,000 from Metropolitan Council to 'pay back' <br />the City as soon as 2011. The attached Resolution authorizes both the entire contribution ('loan' <br />plus $20,000), and indicates that the $370,000 portion of the $390,000 in City monies is to be <br />returned to the City no later than 2016 - whether or not the county receives external funding <br />from the Met Councilor another source. <br /> <br />Adopting Resolution #1 0-06-XXX, approves the JP A thereby allocating a funding mechanism, <br />time line and procedure for the development of a boat landing and fishing pier within Mississippi <br />West Regional Park. <br /> <br />Funding: <br /> <br />In 2009, City Council reserved $18,000 in Lawful Gambling Funds by resolution for this project. <br />and therefore, this subsequent resolution identifies this money, and $372,000 in Park Trust Funds <br />for a total of $390,000 to be made available to Anoka County Parks' in the manner prescribed by <br />the Joint Powers Agreement if this resolution is approved. <br /> <br />Council Action: <br /> <br />Motion to adopt Resolution # 1 0-06- XXX, approving the development of a boat landing and <br />fishing pier within Mississippi West gional Park. <br /> <br />Reviewed by: <br />City Administrat r <br />Director of Publi <br /> <br /> <br />CC: 6/22/10 <br />
