CASE # '7. 0 ;l CONSIDER AWARD OF CONTRACT FOR THE PAVING OF BITUMINOUS TRAILS ASSSOCIA TED WITH CITY PROJECT #10-23, EAST MEANDERING COMMONS PARK By: Tim Himmer, City Engineer Background: A contract to construct East Meandering Commons Park was awarded to W. Gohman Construction, on April 13, 2010, in the amount of $2,138,913.05. During the award process a contractor contested the Gohman bid on the grounds that the unit price alternates were incorrectly filled out. At the time of award Council chose not to include any of the unit price alternates, which included several trail segments within the park (see attached map). Based upon legal direction staff was able to package these trail segments into a request for quotes in an effort to complete the entire project at one time. Observations: It has previously been discussed that staff could potentially perform this work, but by contracting the work the City would realize a one year warranty, take advantage of project continuity, and complete the project in a time frame consistent with the existing project schedule. Further, there are a set of concrete stairs contained within the quote that are structural in nature and outside the expertise of existing staff. Quotes will be received on Friday June 18, 2010, posted to the City ftp site, and distributed to Council prior to the meeting. Funding: Consistent with the initial funding sources for this park, financing is proposed to be split 50 - 50 between park dedIcation dollars and future COR land sales. Staff Recommendation: Staff recommends that the City Council award a contract for the paving of bituminous trail segments within East Meandering Commons Park to XXX in the amount of $XXX.
